In January 1984 by Consolidated Charter of the Town of Putnam, and the City of Putnam, the Putnam Special Services District was created.
The first meeting was held on April 1984 and was chaired by Mr. Stanley Scraba who was chairman until December 1984.
Other Putnam Special Services District Chairmen are as follows:
Chairman Brian Kennedy served from January 1985 to April 1989
Chairman Armand Lefleur served from May 1989 to December 1989
Chairman Maxine Mann served from January 1990 to December 2003
Chairman Lawrence J. Chambers was elected in January 2004.
The District Authority consists of a five-member board. The current members of the Board are as follows:

3. Gerard J. Cotnoir
4. Chris Coderre
5. James Shaw

Mrs. Lucille A. Herrick is the full-time executive secretary of the District Authority. The office is located on the third floor of the Town Hall. Office hours are from 8 a.m. to 4 p.m. Monday thru Friday.
The Putnam Special Services District is responsible for the operations and budgets of the General Government of the Putnam Special Services District, Putnam Police Department, Putnam Fire Department, Putnam Emergency Dispatch Center, and Street Lights.
Meetings of the District Authority are held on the second Tuesday of each month. The meetings are usually held at the meeting room at the Putnam Police Department, 189 Church St., Putnam, CT 06260
